Parliamentary Standing Committee on External Affairs on MEA Budget

The Parliamentary Standing Committee on External Affairs has emphasized that the Ministry of External Affairs' (MEA) budget is disproportionately low, considering India's aspirations for a significant global role amidst shifting geopolitical dynamics.

Recommendations for Budget Increase

The Committee recommends that the Government of India (GoI) increase the MEA's budget allocation by at least 20% in the next fiscal year to effectively engage globally and meet expanding needs.

Key Areas Needing Additional Funds

  • Strengthening Diplomatic Cadre: Investment in human resource development is crucial.
  • Expanding Missions: Increasing the number of diplomatic missions is necessary.
  • Acquiring Diplomatic Real Estate: Purchasing properties for diplomatic use is important.

Beyond Financial Resources

While financial resources are vital, leveraging existing resources effectively is equally crucial. Many resources remain overlooked or underutilized, necessitating a strategic shift in approach.

Collaborative Approach

  • Nodal Ministry Role: MEA should act as a nodal ministry but not as the sole custodian of India's global engagement.
  • Inter-Ministerial Collaboration: Effective global engagement requires collaboration with other ministries and agencies, forming a coordinated and strategic team.
  • Recognizing Expertise and Building Synergies: It's essential to leverage strengths and build synergies to enhance foreign policy outcomes.
  • Engaging Diverse Stakeholders: Engaging a broad range of stakeholders and embracing diverse approaches is necessary to achieve shared goals.

Development Assistance

The panel's suggestion to boost development assistance is timely, suggesting that the increased budget should support expanding these efforts, especially as traditional providers like the US are retracting.
