India's Response to Pahalgam Terror Attack

Indian Prime Minister chaired a meeting of the Cabinet Committee on Security (CCS) in New Delhi on April 23, 2025, following a terror strike in Pahalgam that resulted in 26 deaths. Several significant decisions were made during this meeting to address the situation and respond to Pakistan's involvement in cross-border terrorism.

Key Decisions from the CCS Meeting

  • Indus Waters Treaty:
    • The 1960 Indus Waters Treaty with Pakistan will be held in abeyance with immediate effect.
    • This measure will remain until Pakistan credibly ceases support for cross-border terrorism.
  • Closure of Integrated Check Post:
    • The Integrated Check Post at Attari will be closed immediately.
    • Pakistan nationals with valid endorsements must return to Pakistan by May 1, 2025.
  • SAARC Visa Exemption Scheme (SVES):
    • Pakistan nationals are barred from traveling to India under SVES.
    • All SVES visas issued to Pakistani nationals are canceled. Those currently in India have 48 hours to leave.
  • Diplomatic Measures:
    • Defense, Navy, and Air advisors in the Pakistani High Commission are declared persona non grata and have a week to leave India.
    • India will withdraw its defense, Navy, Air advisors from Islamabad.
    • The strength of both High Commissions will be reduced to 30 from 55 by May 1, 2025.

Security and Political Responses

The CCS reviewed the overall security situation and directed forces to maintain high vigilance. The government resolved to bring the perpetrators and their sponsors to justice, emphasizing a strong stance against terror activities.

The Home Minister visited Srinagar to meet victims' families and assessed the situation with officers. He emphasized that India would not bow to terrorism, asserting that the culprits of the attack will be punished.

All-Party Meeting

Union Home Minister and Defence Minister are engaging with political leaders for an all-party meeting. The government seeks a unified stance on the issue, with political parties across the board condemning the attack and supporting the government.
