Despite these policies, many central universities and prestigious institutions fail to fill reserved faculty positions, undermining the constitutional mandate.

Systemic Barriers to Inclusive Representation

  • Autonomy of Institutions: Central universities and institutes of national importance often operate with significant autonomy, leading to inconsistent enforcement of reservation policies. 
  • 13-Point Roster System: Introduced in 2018, it treats individual departments as units for calculating reservations, significantly reducing reserved positions in smaller departments. 
  • Allegations of Bias: The selection process often involves vague criteria leading to rejection of qualified candidates from marginalized communities. 
  • Institutional Practices: Biased appointments influenced by political affiliations raise concerns about transparency. 

Current Scenario and Data

  • As of April 2021, vacancies in reserved faculty posts across 45 central universities included 2,389 for SCs, 1,199 for STs, and 4,251 for OBCs.
  • A UGC report in 2023 indicated nearly 30% of reserved teaching posts remain unfilled, especially at senior levels.

Recommendations for Improvement

  • Stricter Enforcement: Regular audits and public reporting to ensure compliance with UGC guidelines. 
  • Revisit the 13-Point Roster: Align it with constitutional mandates for fair representation. 
  • Address Biases: Increase diversity in selection committees and standardize evaluation criteria. 
  • Promote Inclusivity: Sensitize academic leaders to social justice principles and enhance political enforcement. 

In conclusion, filling reserved faculty positions is not only a legal obligation but also a moral imperative to reflect India's diverse society, as emphasized by the National Education Policy 2020. Effective implementation of social justice policies is crucial for making public institutions more inclusive.
