Women's Safety in Delhi: Key Findings from NARI 2025 Report

The National Annual Report & Index on Women’s Safety (NARI) 2025, launched by the National Commission for Women, highlights significant safety concerns for women in Delhi, 13 years after the 2012 bus gang rape incident.

Survey Scope and Findings

  • The survey included 12,770 women from 31 cities across India.
  • Delhi ranked 28th on the women’s safety index, indicating poor performance in ensuring safety.
  • 31% of women in Delhi reported minimal or non-existent women-friendly infrastructure, compared to a national average of 23%.

Safety Concerns in Delhi

  • 41% of women in Delhi feel unsafe in deserted spaces.
  • Unlit areas, high crime rates, and public behavior contribute to the fear of safety.
  • The sense of safety drastically decreases at night, with 8% feeling unsafe during the day and 35% after dark.

Harassment in Public Spaces

  • Harassment is more prevalent in Delhi than the national average, with 12% of women experiencing harassment compared to 7% nationally.
  • 61% of those harassed in Delhi faced it more than twice, indicating systemic issues in addressing repeat offenses.
  • Common sites of harassment include: 
    • Neighbourhood areas (34%)
    • Transport facilities (32%)

Proposed Solutions

  • 51% of women called for increased policing.
  • 17% stressed the need for timely and proper police action, highlighting dissatisfaction with current law enforcement.
