Framework for National Global Capability Centres (GCC) Policy

The Confederation of Indian Industry (CII) has proposed a framework for a National GCC Policy aimed at positioning India as a global hub for innovation-driven GCCs. The policy aims to generate 20-25 million jobs and contribute up to $600 billion to the economy.

Key Components of the Framework

  • Digital Economic Zones: Establishment of zones to facilitate digital growth.
  • Industry-Academia Partnerships: Deepening collaborations to foster innovation.
  • GCC Council: Creation of a council for inter-ministerial coordination and alignment between central and state governments.

Integration with Existing Initiatives

  • Incorporate with Smart Cities and Gati Shakti for promoting Tier-II and Tier-III cities as alternative hubs.
  • Address gaps in transport, utilities, and infrastructure to promote balanced regional growth.

Incentives and ESG Alignment

  • Encouragement for GCCs to serve as R&D powerhouses.
  • Incentives for ESG-led innovation, including green infrastructure and responsible AI adoption.
  • Alignment with India's net-zero commitments.

    1. Nearly half of the world’s GCCs located in India.
    2. Direct employment of 2.16 million professionals, supporting 10.4 million jobs.
    3. Economic contribution estimated at USD 68 billion, projected to rise to USD 154-199 billion by 2030.
    4. Potential job creation of 20-25 million roles by 2030, with 4-5 million direct positions.
  • Strong investor confidence with 3 new GCCs set up every two weeks.

Model State GCC Policy

CII is finalizing a Model State GCC Policy to complement the national framework, providing a customizable template for states to design their GCC policies.

Stakeholder Collaboration

CII calls for collaboration among central and state governments, enterprises, academia, and startups to realize this vision. The framework will be a key focus at the GCC Business Summit in Vizag.
