Introduction of Simplified GST Registration System

From November 1, 2025, the government will implement a streamlined Goods and Services Tax (GST) registration system, promising automatic approvals within three working days for most new applicants. This initiative is part of the GST 2.0 reforms package, aimed at easing compliance and minimizing human intervention in the registration process.

Details of the New Framework

  • Automatic registration will be applicable in two scenarios: 
    • Applicants identified by the system based on risk and data analysis.
    • Applicants who self-assess that their output tax liability will not exceed ₹2.5 lakh per month.
  • Approximately 96% of new applicants are expected to benefit from this simplified approval route.

Government's Focus and Philosophy

  • Finance Minister Nirmala Sitharaman emphasized a shift in focus from policy design to field-level execution.
  • GST formations are encouraged to implement reforms smoothly, ensuring the system works "by design, not by discretion."
  • The approach involves treating taxpayers with dignity while being firm against evasion.

Broader GST 2.0 Package

  • Rationalization of rate slabs.
  • Simplification of return filing.
  • Introduction of automated refund and risk-based audit systems.

These initiatives aim to make the system more efficient, equitable, and conducive to growth.

Service Delivery Improvements

Efforts are underway to enhance service delivery through properly staffed and maintained GST Seva Kendras, which will include helpdesks for guiding taxpayers. Internal audits will be conducted to address any issues faced by taxpayers.

Integrity and Accountability in Tax Administration

  • Timely completion of disciplinary proceedings against officers is emphasized to reinforce accountability.
  • The motto for disciplinary conduct highlighted: "Galat kiya toh khair nahi, sahi kiya toh koi bair nahi" (Wrongdoers can’t escape; no enmity with those who are right).

Impact on Retail Sales

Data from the Confederation of All India Traders (CAIT) showed that India's festive retail sales reached a record ₹6.05 trillion this Diwali, marking a 25% increase from the previous year. The increase was largely credited to recent GST rate cuts on daily-use items and other products.
