Asian Development Bank (ADB) Launches Financing Facility for Critical Minerals

The Asian Development Bank (ADB) has introduced a financing facility aimed at enhancing critical minerals supply chains across Asia and the Pacific. This initiative seeks to integrate developing economies into high-value clean energy and advanced technology sectors.

Critical Minerals-to-Manufacturing Financing Partnership Facility

  • Two Operational Windows:
    • Grant-Based Component: Supports early-stage project preparation, including: 
      1. Feasibility studies
      2. Environmental and social assessments
      3. Technical assistance and knowledge-sharing
    • Funding Commitments: Japan ($20 million) and the UK ($1.6 million).
    • Catalytic Finance Window: Designed to mobilize large-scale cofinancing and risk-sharing from partners. 
      1. Early commitments: $500 million each from Korea Eximbank and Korea Trade Insurance Corporation.

The aim is to assist countries in progressing from raw mineral extraction to activities like processing, manufacturing, and recycling that generate higher economic value and employment.

Strategic Goals and Contributions

  • Initial Contributions: $1.02 billion in grant contributions and cofinancing commitments from founding partners.
  • Mobilization Targets:
    • Up to $30 million under the grant window.
    • Up to $3 billion through the catalytic finance window.

Statements and Vision

ADB President Masato Kanda: Emphasized that critical minerals will shape the next industrial era, advocating that Asia and the Pacific should capitalize on jobs, technology, and value from these minerals.

The facility aims to help developing countries establish competitive industries while ensuring sustainable supply chains.

The initiative builds on ADB's 2025 strategy, which focuses on sustainable critical minerals-to-manufacturing value chains in the region.
