Renewed Engagement and Setbacks

Post-2001, India-Pakistan relations saw various phases of engagement and discord.

  • In January 2004, Musharraf committed to preventing Pakistani territories from being used against India, leading to renewed engagement under Prime Ministers Vajpayee and later Manmohan Singh.
  • The back channel on Jammu & Kashmir, led by Satinder Lambah, and the Joint Anti-Terror Mechanism (JATM) were significant, though both faced challenges and internal differences.
  • The Mumbai terrorist attack in November 2008 resulted in the suspension of the Composite Dialogue, which was briefly resumed in 2010 but achieved little progress.

Current Scenario and Modi's Approach

Since 2014, Prime Minister Narendra Modi has made attempts to normalize relations, including inviting Nawaz Sharif to his oath-taking ceremony and visiting Pakistan in December 2015.

  • The Comprehensive Bilateral Dialogue was planned but didn't materialize due to terrorist attacks, notably the Pathankot attack in January 2016.
  • Modi has maintained a firm stance since the Uri attack in September 2016, emphasizing that talks and terror cannot coexist. This led to surgical strikes and a new paradigm in India's policy.

Future Prospects and Challenges

Analysts suggest revisiting comprehensive engagement with Pakistan despite continued terrorist activities, due to its nuclear capabilities and persistent confrontation which stems from its foundational principles.

  • India's approach includes emphasizing the dismantling of terrorist infrastructure by Pakistan to the international community.
  • There is a need to establish robust mechanisms for handling humanitarian issues, should Pakistan be willing to engage peacefully.
