Review of Central and Centrally Sponsored Schemes

The government plans to conduct a comprehensive review of all central and centrally sponsored schemes in the upcoming fiscal. This initiative is focused on ensuring the quality of spending, effective utilization of funds, and thorough assessment of the outcome for each scheme.

Objective of the Review

  • Aims to phase out redundant schemes and enhance fund utilization.
  • Evaluate if schemes meet their objectives or overlap with similar state-level schemes.
  • Assess the possibility of merging or phasing out smaller schemes.

Parameters of Evaluation

  • Performance of states in implementing the schemes.
  • Suggestions received from nodal ministries implementing these schemes.
  • Involvement of Niti Aayog to identify areas with overlapping state schemes.

Role of Niti Aayog

  • Tasked to submit a report by April with recommendations on the schemes' future.
  • Advises on whether to continue, modify, scale up, scale down, or close the schemes.

  • Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana (PMJAY)
  • Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA)
  • Pradhan Mantri Awas Yojna-Urban and PMAY-Gramin
  • Jal Jeevan Mission (JJM)
  • Pradhan Mantri Gram Sadak Yojna (PMGSY)

Budget and Financial Details

  • Centre's budget allocation for CSS for 2025-26 is ₹5.41 lakh crore.
  • For the current fiscal, the budget was ₹5.05 lakh crore, revised to ₹4.15 lakh crore.

Prime Minister had previously initiated the rationalization of CSS, reducing the number from 130 to 75 schemes.
