Global Compact on Artificial Intelligence (AI)

Prime Minister call for a “global compact on artificial intelligence (AI)” at the G20 summit in Johannesburg underscores the urgent need for international cooperation in managing AI's rapid expansion and associated risks.

Key Concerns Raised by PM 

  • Human Oversight: Emphasizing the need for strong human oversight over AI systems.
  • Safety-by-Design Systems: Advocating for systems designed with safety as a priority.
  • Transparency: Ensuring transparency in AI operations and decision-making.
  • Bans on Harmful Uses: Calling for firm bans on AI in deepfakes, criminal, and terrorist activities.

The urgency of these concerns is highlighted by predictions that nearly 90% of online content may become AI-generated by next year, escalating the risk of misinformation.

Multilateral Coordination Efforts

Efforts to coordinate AI governance globally are underway:

  • The United Nations (UN) has launched a “Global Dialogue on AI Governance” for safe and trustworthy AI systems.
  • India's AI governance guidelines emphasize safety, accountability, transparency, and responsible innovation.

Challenges in Global AI Governance

The world faces several hurdles in establishing effective AI rules:

  • Poor Representation: More than 100 countries, particularly in the Global South, are not part of major AI governance initiatives.
  • Weak Coordination: Diverse and often conflicting AI rules are created by different countries and organizations.
  • Limited Implementation: Challenges include capacity-building, technical support, and adaptation for small and medium enterprises.

Proposed Solutions

To address these challenges, the following measures are proposed:

  • Establishing shared safety standards and independent audits for high-risk AI systems.
  • Implementing transparent data practices and firm bans on harmful AI uses.
  • Providing developing countries access to open-source models and affordable computing resources.

India’s Role and Opportunity

As the host of the upcoming AI Impact Summit, India has the opportunity to lead in shaping an inclusive global AI strategy. India's large pool of technology professionals can contribute to global solutions, provided major powers commit to shared responsibilities.

In conclusion, while AI holds the potential for public good, its misuse poses significant risks. A meaningful global compact on AI requires collaboration and commitment from all nations to manage these risks effectively.
