Delhi has been ranked highest in the NITI Aayog’s India Electric Mobility Index (IEMI) 2025 for development in the e-mobility ecosystem and the adoption of electric vehicles (EVs).
Top Performers
- Delhi scored the highest at 84.
- Following Delhi are Maharashtra (78) and Karnataka (73).
- Chandigarh and Goa also scored well, with 71 and 65 respectively.

The IEMI is a composite index assessing policy and implementation of e-mobility at the state level, developed by NITI Aayog in collaboration with WRI India.

- Performance scores range from 10 to 84, with a median score of 40.

- Delhi, Chandigarh, and Maharashtra were top performers in transport electrification progress, which has a 50% weightage.
- Karnataka led in charging infrastructure readiness with a 97 score.
- Delhi topped EV research and innovation with a score of 94.
- Barriers include limited charging infrastructure, dispersed settlements, and a nascent innovation ecosystem.
EV Adoption and Importance
EV adoption is crucial as road transport contributes to 12% of India’s energy-related carbon emissions.
- EV penetration is expected to reach 8.25% by 2025-26, up from 0.5% in 2018.
- 2.5 million EVs were registered in 2025-26, with 1.3 million being two-wheelers.
- The commercial goods vehicle segment saw a significant increase from 0.6% to 1.4% in 2025.
- E-bus adoption has been rising since 2021.
