In Summary

  • Tata Semiconductor Manufacturing Private Limited will develop an AI-enabled semiconductor fabrication facility, enhancing India's strategic autonomy and reducing import dependence.
  • This initiative is expected to generate approximately 21,000 jobs and signifies a technological leap from ATMP to end-to-end chip-making capabilities.
  • The development framework utilizes the SEZ model, with recent amendments to SEZ Rules, 2006, aimed at attracting investment and fostering innovation.

In Summary

AI-enabled Semiconductor Fabrication facility is to be developed by Tata Semiconductor Manufacturing Private Limited.

  • Fabrication is a "front-end" process where integrated circuits are etched onto silicon wafers.

Significance

  • Strategic Autonomy: It will reduce import dependence, securing India's supply chains for defense, telecommunications, and automotive sectors etc.
  • Skilled Employment Generation: Expected to generate ~21,000 jobs in electronic hardware, software, and IT/ITES services.
  • Technology Leap: Moving from "Assembly, Testing, Marking, and Packaging" (ATMP) to "Fabrication" places India in an elite club of nations with end-to-end chip-making capabilities.
    • Previous Initiatives: ATMP and Outsourced Semiconductor Assembly and Testing (OSAT) units at Sanand, Gujarat etc.

The government aims to build a robust semiconductor ecosystem through SEZs and position India as a global hub for electronics and chip manufacturing.

Developmental Framework: The SEZ Model

  • SEZs are designated areas within a country that operate under a distinct regulatory and fiscal framework to promote trade and investment.
  • The notification follows critical amendments of 2025 to the SEZ Rules, 2006 designed to attract investments, foster innovation, and enhance ease of doing business.
    • E.g. Reduced Land Requirement from 50 to 10 hectares, permitting domestic sales in the Domestic Tariff Area (DTA) on payment of duties etc.

Domestic Tariff Area (DTA)

Refers to the entire territory of India, including territorial waters and continental shelf, excluding Special Economic Zones (SEZs). Goods and services supplied from DTA to SEZ are considered exports.

Special Economic Zones (SEZs)

Geographically delimited enclaves within a country, typically with different economic regulations than the rest of the country. They are established to attract foreign investment and boost exports.
