    • Promote Inclusiveness: Strengthen Mahila Sabhas, Ward Sabhas, Youth Sabhas and other inclusive participation platforms.
    • Adopt Innovative Outreach: Use technological means, multi-channel communication and household-level campaigns, following the example of Gurdaspur (Punjab).
