Commission for Air Quality Management (CAQM) Directives
Starting November 1, a ban will be enforced on all transport or commercial goods vehicles not compliant with BS-VI, CNG, LNG, or EV standards from entering Delhi unless they are registered there. This is part of efforts to tackle pollution from commercial vehicles.
Key Measures and Timeline
- From July 1, fueling of identified overaged vehicles will be banned at fuel stations in Delhi.
- The ban will extend to five high vehicle density (HVD) districts—Gurugram, Faridabad, Ghaziabad, Gautam Buddha Nagar, and Sonipat—on November 1, and to the rest of NCR by April 1, 2026.
- Diesel vehicles over 10 years old and petrol vehicles over 15 years old are prohibited in the Capital.
Enforcement and Technology Integration
- Automated Number Plate Recognition (ANPR) camera systems are being installed at all 520 fuel stations in Delhi to identify non-compliant vehicles in real-time, integrated with the central VAHAN database.
- By June 30, 2025, all fuel stations in Delhi must install these systems; by October 31, 2025, in the five HVD districts; and by March 31, 2026, across the rest of NCR.
Exceptions and Compliance
Exceptions for vehicles carrying essential goods or services will be allowed until October 31, 2026. After this date, only CNG, LNG, EV, or BS-VI diesel vehicles will be permitted.
Emission Standards and Goals
- BS-VI is the latest emission standard in India, effective from April 1, 2020.
Monitoring and Reporting
- Traffic surveillance cameras and Integrated Command Control Centres will monitor and report overaged vehicles monthly.
- Quarterly reports on actions against polluting vehicles entering Delhi must be submitted to the Commission.
