Recently, the official overseas visit of Uttar Pradesh Chief Minister to Singapore and Japan to attract investment and strengthen economic partnerships highlights the growing role of Para-diplomacy in India.

About Para-diplomacy

  • Para-diplomacy allows states (sub-national units) to engage with foreign countries or regions to pursue their own interests.
  • The Ministry of External Affairs created a States Division in 2014. It helps states promote exports, tourism, and attract foreign investment.

Significance 

  • Attracting Investment: Investment summits organised by various states like Vibrant Gujarat, Progressive Punjab and Vibrant Goa.
  • Cultural Diplomacy:Kerala uses diaspora links with Gulf countries.
  • Contribution to National Foreign Policy: Establishment of a Green Hydrogen Centre of Excellence by the collaboration of IIT Kanpur and IIT BHU with Japanese institutions.
  • Regional Development: Emergence of Bengaluru as global technology hub, while Chennai and Hyderabad emerged in IT and Manufacturing.

Issues

  • Federal Concerns: Foreign affairs fall under the Union List (Item 10). States must not exceed their powers in engaging with foreign governments and delegates.
  • Neighbour Relations Impact: State actions can affect international ties especially in sensitive areas.
    • Example: Tamil Nadu (Sri Lankan), West Bengal (Bangladesh).

Thus, Para-diplomacy strengthens economic and cultural links, but must fully align with national foreign policy.

  • Dimona is a southern town hosting Israel's nuclear facility, in the Negev desert.

  • Trincomalee is a natural harbour on the north-eastern coast of Sri Lanka; it is the second best natural harbour in the world. 

About Trincomalee project

  • In 2022, India–Sri Lanka signed an agreement for joint development of Trincomalee Oil Tank Farm.
    • The Oil Farm was built in 1930s by British to supply fuel to the Navy during Second World War.
  • Objective: Enhance petroleum storage capacity and energy security.
  • Strategic and Commercial Role: Located near key Indian Ocean sea lanes; Aligns with India’s MAHASAGAR and Neighbourhood First policy.

India has renewed its Bilateral Swap Arrangement BSA (Currency Swap Arrangement) with Japan with effect from 28th February, 2026.

  • The BSA is a two-way arrangement where both authorities can swap their local currencies in exchange for the US Dollar.
    • A currency swap is a broader term defined as an agreement between two central banks to exchange a cash flow in one currency against a cash flow in another currency according to predetermined conditions.
  • The size of the India-Japan BSA: Remains unchanged at 75 billion US Dollars. 
  • Other CSAs by India: SAARC CSA (2024-27),India-UAE CSA, India-Sri Lanka CSA, etc.

About IOS SAGAR

  • Aim: Enables naval personnel from friendly foreign countries to train and sail together onboard an Indian Naval ship increasing interoperability.
  • Participation: 16 Indian Ocean Naval Symposium (IONS) countries.
  • It is aligned with India’s vision of Security and Growth for All in the Region (SAGAR).
    • It also contributes to the broader MAHASAGAR framework (Mutual and Holistic Advancement for Security Across the Regions). 

India hosted the 12th Steering Committee Meeting of Global Operational Network of Anti-Corruption Law Enforcement Authorities (GlobE Network).
